Leadership Outreach Consulting, LLC was established in 2024 by CEO, Dr. Taquia Hylton. In 2023, Dr. Hylton’s dissertation research on “Teacher Turnover In Urban Schools: A Comparison of Illinois Traditional Public and Charter Schools” uncovered three major themes regarding the key reasons teachers exit schools: school politics, ineffective leadership, and salary. This research prompted Dr. Hylton to find a meaningful and hands-on way to help school leaders examine and reflect upon their current policies, practices, and protocols to eliminate structures that contribute to dissatisfaction among teachers and staff.
Utilizing coaching, mentoring, and professional development, Dr. Hylton endeavors to help school leaders examine practices and overhaul systems to increase principal efficacy and support practices that improve school culture and teacher and student retention rates.
To be the catalyst for change in the mindsets and actions of school leaders to improve staff retention and overall school performance.

Dr. Hylton began educating children at 18 when she was one of sixty high school seniors in Illinois selected as a Golden Apple Scholar. While under the tutelage of the Golden Apple Foundation, a prestigious organization that develops and supports teaching excellence in Illinois schools of need, Dr. Hylton received a Bachelor of Science (B.S.) in Elementary Education from Northern Illinois University with endorsements in Mathematics, Language Arts, and Social Sciences. She went on to earn her Master’s Degree (M.A.) and Certification in Educational Leadership from Governor’s State University. Dr. Hylton continued her studies at NIU and earned an Educational Specialist Degree (Ed.S), Superintendent Endorsement, and Doctorate (Ed.D) in Educational Leadership and Policy Studies.
Dr. Hylton has worked in Bloomington Public Schools, Chicago Public Schools, and in South Suburban Cook County schools. During her career, she has served as a Director, Principal, Assistant Principal, Dean of Students, Instructional Coach, Classroom Teacher, and Professional Development Provider for the Northwest Evaluation Association (NWEA). Dr. Hylton successfully led one of her schools through the remediation process with Chicago Public Schools from 2019-2023 and exited remediation with a commendable ISBE designation. Because of her hard work, Dr. Hylton was named one of the 2023 Principal Game Changers in Chicago Public Schools.
Through her experience and qualifications, Dr. Hylton has the knowledge and expertise to provide coaching and support for staff, leaving them feeling informed and empowered to move forward in their efforts to transform teaching and learning.
Dr. Hylton also holds a notary commision in the state of Illinois. With her experiences in educational administration, human resources, and management, she provides a wealth of knowledge around compliance, state requirements, and administrative processes.

Appointment Deposits
When scheduling your notarial services a deposit of $10 or 20% of the total cost of your service (whichever is greater) is required to secure your appointment. You will receive a confirmation of your appointment upon receipt of your deposit. The deposit will be applied to the total amount of your service, and balances are due immediately upon service completion.
Refunds
Refunds will only be considered if our notary makes clerical errors or the notarial services cannot be rendered. We will not provide refunds if notarized documents are rejected by the requestor. It is the sole responsibility of the signer to ensure that documents will be accepted prior to proceeding with notarial services.
Limitation of Liability
Our responsibility for any errors or omissions is restricted to the cost of the service provided.
Cancellations & No-Shows
If you are unable to make your appointment time, please notify us at least 24 hours in advance via phone at (319) 849-5688 or email at drtmhylton@gmail.com. If you need to reschedule, please let us know at least two (2) hours in advance of your scheduled appointment time. Failure to provide adequate notice will result in a forfeiture of your deposit.
